On 3 February, an inspection team comprising inspectors from RAB-10 and BTRC’s Enforcement and Inspection Directorate conducted operations in New Market, Turag and Shahali Thana areas of the capital. A case  filed in the police station after three members of the gang were arrested along with a large quantity of goods used in illegal VoIP activities also.

A letter  sent to BTRC and RAB to verify the involvement of Teletalk’s 3,400 SIM retailers in the seized goods. In view of this, the inspection team of BTRC visited Teletalk’s Network Operations Center and the concerned branch of the head office on March 23 and 24 and submitted the report.

 

 

 

Noting that the SIM registration process is flawed, the recommendation said that the SIMs used in illegal VoIP  purchased from the same sales point in favor of the same NID. The biometric registration / activation system used by Teletalk is flawed in allocating multiple numbers in favor of MSISDNA linked IMEIA used in favor of that NID so.

 

 

 

In this case, the retailers appear to  directly involved in this illegal activity, with the help of officials from Teletalk’s Sales Distribution and CRM Division and Systems Operations Division. It clear that Teletalk’s designated distributors and retailers are directly involved in the registration of SIMs, including the involvement 

 

Teletalk’s concerned department officials.

that a team of on-site inspectors at the Teletalk

installation identified a large number of SIMs by

introducing self-regulatory logics into the network.

But in reality, Teletalk’s regulatory team, IT and billing departments seem uninterested in properly implementing those activities.

It further said that since there is no method of identifying the retailer’s area in the activation process,

the vicious circle can easily complete the SIM registration

process from any point of the country, even sitting at

home. It is not realistic for a customer to come to the

same retailer point 14 times in 24 hours with his

biometric sample and even open the shop late at night and collect the SIM with his fingerprint.

 

 

 

The whole process is playing a helpful role in registering fake SIMs. In this case, the involvement of the system

operation division of Teletalk and the role of the retailer

appears to be in doubt. Here it is necessary to determine

through further investigation how the biometric sample of the first registered SIM  inserted in the activation

 

app at other times.

 

 

 

The BTRC or any other law enforcement agency did not issue instructions to de-activate the 3,400 SIMs seized

by Teletalk in an illegal VoIP operation on February 3, the

Nevertheless, the Teletalk authorities have voluntarily

de-activated the SIMs in their network so that the SIMs

used in their illegal VoIP activities provide maximum

benefits to the unscrupulous traders while they are in operation.

Immediately after the operation, the issue of providing assistance became clear as the network shut down.
